When choosing tights, my advise, follow your higher number.
For example, your height is in size S, but weight is within size M - definitely choose larger size (M). So they won't roll or cut into tummy skin.
Most of the times, especially with embellished hosiery, it's OK to go for even double-larger size. That's one of the tricks to make sure tights last longer, since you won't have to pull them hard.
