Insulation Netting is a lightweight polypropylene net used to support and secure insulation materials within framework and joists. It's other uses also consist of decorative netting, fencing, plants and for ponds, amongst other uses.

For best results drape the netting over the joists to provide a stronger base for the insulation to sit on.
