US%20%2325211991%20Makeup%20Rate%0A%0AIssued%20as%20a%20result%20of%20a%20First-Class%20mail%20rate%20increase%0ACovered%20the%20cost%20of%20the%20increase%0AOne%20of%20a%20few%20US%20stamps%20with%20only%20words%0A%0ACategory%20of%20Stamp%3A%26nbsp%3B%20DefinitiveValue%3A%26nbsp%3B%204%26cent%3BFirst%20Day%20of%20Issue%3A%26nbsp%3B%20January%2022%2C%201991First%20Day%20City%3A%26nbsp%3B%20Washington%2C%20DcQuantity%20Issued%3A%26nbsp%3B%201%2C850%2C000%2C000Printed%20by%3A%26nbsp%3B%20American%20Bank%20Note%20CompanyPrinting%20Method%2FFormat%3A%26nbsp%3B%20Lithographed.%20Panes%20of%20100%20(10%20across%2C%2010%20down)%20from%20printing%20plates%20of%20600%20(20%20across%2C%2030%20down)Perforations%3A%26nbsp%3B%2011Color%3A%20Bister%2C%20carmine%0AReason%20the%20stamp%20was%20issued%3A%26nbsp%3B%20This%20Makeup%20Rate%20stamp%20was%20issued%20in%20response%20to%20a%20rate%20increase%20that%20took%20affect%20in%20early%201991.%26nbsp%3B%20The%20stamp%20was%20to%20be%20used%20along%20with%20a%2025%26cent%3B%20stamp%20to%20cover%20the%20new%2029%26cent%3B%20First-Class%20mail%20rate.%0AAbout%20the%20stamp%20design%3A%26nbsp%3B%20The%20design%20of%20this%20stamp%20was%20unusual%20because%20there%20is%20no%20picture.%26nbsp%3B%20It%20had%20a%20specific%20use%2C%20and%20the%20explanation%20for%20the%20use%20took%20up%20the%20whole%20stamp.%26nbsp%3B%20Like%20the%20%26ldquo%3BF%26rdquo%3B%20rate%20stamps%20issued%20at%20the%20same%20time%2C%20this%20had%20no%20denomination.%26nbsp%3B%20The%20USPS%20had%20prepared%20this%20stamp%20ahead%20of%20the%20rate%20increase%20and%20would%20have%20covered%20an%20increase%20of%20any%20size.%0AFirst%20Day%20City%3A%26nbsp%3B%20There%20was%20no%20First%20Day%20of%20Issue%20ceremony%20for%20this%20stamp.%0AHistory%20the%20stamp%20represents%3A%26nbsp%3B%20%0AThe%204%26cent%3B%20stamp%20was%20issued%20to%20%26ldquo%3Bmake-up%26rdquo%3B%20the%20difference%20between%20the%20old%2025%26cent%3B%20rate%20and%20the%20new%2029%26cent%3B%20rate.%20%26nbsp%3BWhile%20it%20was%20criticized%20for%20its%20lack%20of%20design%2C%20it%20was%20the%20first%20non-denominated%20stamp%20of%20its%20kind.On%201978%2C%20the%20USPS%20began%20issuing%20its%20alphabet%20rate%20change%20stamps.%20%26nbsp%3BThe%20first%20few%20had%20the%20letters%20A%20through%20D%20with%20an%20eagle.%20%26nbsp%3BAfter%20that%2C%20rate%20change%20stamps%20continued%20to%20have%20letters%2C%20but%20their%20designs%20were%20something%20that%20started%20with%20that%20letter%20%26ndash%3B%20%26ldquo%3BE%26rdquo%3B%20for%20Earth%2C%20%26ldquo%3BF%26rdquo%3B%20for%20Flower%2C%20and%20so%20on.%20%26nbsp%3BWhile%20this%20solved%20one%20problem%2C%20another%20remained.People%20who%20still%20had%20the%20previous%20rate%20change%20stamps%20needed%20to%20purchase%202%26cent%3B%20or%203%26cent%3B%20stamps%20to%20go%20with%20them.%20%26nbsp%3BAs%20one%20USPS%20official%20remarked%2C%20%26ldquo%3BProgressively%2C%20we%26rsquo%3Bve%20worked%20out%20the%20kinks%20of%20changing%20rates%2C%20to%20the%20point%20where%20in%20the%201988%20rate%20change%2C%20we%20were%20down%20to%20just%20one%20problem.%20%26nbsp%3BThat%20problem%20involved%20the%20make-up%20rate.%26rdquo%3BThe%20USPS%20found%20out%20on%20March%2022%2C%201988%2C%20that%20the%20first%20class%20rate%20would%20be%2025%26cent%3B%2C%20with%20a%20make-up%20rate%20of%203%26cent%3B.%20%26nbsp%3BThe%20new%20rates%20would%20go%20into%20effect%20on%20April%203%2C%20so%20they%20couldn%26rsquo%3Bt%20get%20the%20three%20million%20stamps%20needed%20made%20in%20that%20short%20time.%20%26nbsp%3BAnd%20they%20didn%26rsquo%3Bt%20do%20them%20earlier%20since%20the%20make-up%20rate%20could%20have%20been%201%26cent%3B%2C%202%26cent%3B%2C%203%26cent%3B%2C%20or%204%26cent%3B.%20%26nbsp%3BAs%20a%20result%20of%20this%20experience%2C%20the%20USPS%20decided%20when%20they%20worked%20on%20the%20next%20non-denominated%20alphabet%20stamp%2C%20they%20would%20create%20a%20non-denominated%20Make-up%20Rate%20stamp%20to%20ship%20along%20it%20in%20the%20appropriate%20ratios.The%20USPS%20began%20working%20on%20this%20new%20make-up%20stamp%20in%201989.%20%26nbsp%3BEven%20though%20the%20final%20design%20was%20quite%20simple%2C%20the%20USPS%20and%20the%20Citizens%26rsquo%3B%20Stamp%20Advisory%20Committee%20spent%20a%20great%20deal%20of%20time%20going%20back%20and%20forth%20over%20its%20contents.%20%26nbsp%3BTheir%20major%20challenge%20was%20in%20coming%20up%20with%20a%20stamp%20that%20would%20make%20it%20clear%20to%20mailers%20what%20the%20stamp%20was%20for.The%20first%20idea%20was%20to%20picture%20a%20large%20plus%20sign%2C%20so%20people%20would%20know%20that%20this%20stamp%20plus%20the%20old%20stamp%2C%20would%20equal%20the%20new%20stamp.%20%26nbsp%3BHowever%2C%20they%20spent%20nearly%20a%20year%20working%20on%20that%20idea%20and%20produced%20about%20400%20different%20sketches%20of%20plus%20signs%20in%20different%20colors%2C%20artistic%20techniques%2C%20and%20more.%20%26nbsp%3BWhen%20they%20realized%20that%20idea%20wouldn%26rsquo%3Bt%20work%2C%20someone%20suggested%20they%20picture%20an%20ampersand%20%26ndash%3B%20since%20people%20would%20use%20this%20stamp%20and%20an%20old%20stamp.%20%26nbsp%3BA%20number%20of%20sketches%20were%20made%20for%20this%20design%20as%20well%2C%20but%20it%20was%20ultimately%20decided%20that%20people%20might%20not%20understand%20the%20purpose.During%20the%20ampersand%20discussions%2C%20the%20USPS%20developed%20the%20wording%20that%20was%20needed%20to%20explain%20the%20stamp%26rsquo%3Bs%20usage.%20%26nbsp%3BThe%20wording%20grew%20longer%20and%20longer%20and%20ultimately%20the%20designers%20explained%20that%20they%20couldn%26rsquo%3Bt%20fit%20anything%20else%20on%20the%20stamp%20but%20those%20words.%20%26nbsp%3BOnce%20it%20was%20decided%20they%20would%20do%20just%20the%20words%2C%20a%20great%20deal%20of%20time%20was%20spent%20working%20out%20the%20exact%20phrasing%2C%20fonts%2C%20spacing%2C%20and%20more.%20%26nbsp%3BThe%20stamp%20was%20finally%20issued%20on%20January%2022%2C%201991.%20%26nbsp%3BIt%20didn%26rsquo%3Bt%20have%20tagging%20since%20it%20was%20intended%20to%20be%20used%20with%20tagged%20stamps.%20%26nbsp%3BAnd%20it%20could%20be%20used%20as%20any%20other%204%26cent%3B%20stamp.It%20was%20heavily%20criticized%20by%20the%20public%20and%20philatelic%20press%20for%20its%20simple%20design.%20One%20said%20it%20looked%20like%20the%20preamble%20to%20the%20US%20Constitution.%20%26nbsp%3BAnother%20said%20the%20next%20rate%20change%20stamps%20would%20be%20inscribed%20%26ldquo%3BG%26rdquo%3B%20for%20%26ldquo%3BGeneric.%26rdquo%3B%20%26nbsp%3BAn%20English%20teacher%20also%20criticized%20the%20punctuation%2C%20saying%20%26ldquo%3BThe%20commas%20separating%20the%20phrase%20%26lsquo%3Balong%20with%2025%26cent%3B%20of%20additional%20U.S.%20postage%26rsquo%3B%20make%20it%20non-restrictive%2C%20thereby%20having%20no%20real%20bearing%20on%20the%20message%20in%20the%20sentence.%20%26nbsp%3BTo%20be%20correct%2C%20the%20stamp%20needs%20a%20simpler%20statement%3A%20%26ldquo%3BThis%20U.S.%20stamp%20plus%2025%26cent%3B%20additional%20U.S.%20postage%20is%20equivalent%20to%20the%20%26ldquo%3BF%26rdquo%3B%20stamp%20rate.%26rsquo%3B%20%26nbsp%3BPlease%20note%20the%20period%20at%20the%20end%20of%20my%20sentence.%20%26nbsp%3BThe%20post%20office%20has%20evidently%20stopped%20using%20periods%20in%20its%20mad%20dash%20%26ndash%3B%20no%20pun%20%26ndash%3B%20to%20use%20all%20the%20commas%20it%20can!%26rdquo%3BWhen%20the%20next%20rate%20change%20came%20in%201994%2C%20the%20USPS%20heard%20the%20complaints%20about%20the%201991%20stamp%20and%20opted%20for%20a%20more%20aesthetic%20design.%26nbsp%3B%20People%20would%20be%20more%20familiar%20with%20the%20stamp%26rsquo%3Bs%20purpose%2C%20so%20fewer%20words%20were%20needed.%26nbsp%3B%20In%20the%20end%20it%20pictured%20a%20dove%20carrying%20an%20olive%20branch%20with%20the%20words%2C%20%26ldquo%3BThe%20%26lsquo%3BG%26rsquo%3B%20Rate%20make-up%20stamp.%26rdquo%3B%26nbsp%3B%20A%20third%20make-up%20rate%20design%20was%20produced%20in%201998%20to%20accompany%20the%20H%20Rate%20stamp.
